Hi Paul,
The instructions that came with the install need to be followed. I would make sure this is sent to whomever is installing the site. All the files are there, but since it comes from a multisite install it needs to be pieced back together according to the directions sent earlier.

There is a specific “plugin” that NKP used that is not active/functional which affects the integrity of the files
