Yes, it is definitely something that is starting October 1. Google has already launched this but hasn’t made it official until now.
What’s happening is that Google is doing two main things:
1. On Google’s Chrome Browser, they will have an indication that this site is “not secure.” That means that you have not purchased additional security for your website called SSL certificates for the website. It would look something like this:

If the site IS secure, it will show something like this:

This message is only going to show for Google Chrome browser, which accounts for about 30-40% of our website viewers. The technology has always been available for ECommerce websites such as shopping carts, banks, and other sites with sensitive information. As Google moves towards better websites for their viewers, they would like to make sure the websites on their search engines are as secure as possible. Now making it almost a requirement.
2. SEO Effect: Google will also start counting the “extra security” towards your SEO ranking. Let’s say your competitor has the exact website as you do, with the same ranking; if you have the added security (SSL), they will give you additional points; eventually pushing you past your competitor. Having SSL installed does not guarantee better ranking, but will definitely add to it.
